Feb 8 County Commissioner Meeting Wrap Up from Todd Mohn

The County Commissioners February 8th meeting started at 5:00 p.m. with a Closed Session for Personnel and Closed Session at 5:25 p.m. for “Boards & Commissions”. 

 

The regular meeting was called to order at 5:35 pm.

 

Economic Development Commission Appointment

 

  1. The Economic Development Commission, with the recommendation of its Nominating Subcommittee, requested that the County Commissioners appoint Shelly Gross-Wade to the Economic Development Commission for a term of three (3) years beginning January 1, 2022 and ending December 31, 2024. APPROVED 5-0

  1. Circuit Courthouse Landscape Enhancement     

This is a contract bid award for the Circuit Courthouse Landscape Enhancement project. The work involves completion of the pedestrian connection between Commerce Street, the new Circuit Courthouse and the Health Department parking lot and provides for updated landscaping and the design & installation of an irrigation system to support the Courthouse courtyard landscaping. Unity Landscape Design Build, Inc. submitted the lowest responsive and responsible local vendor bid. Adequate funding is available in the approved Capital Project No. 40563 Circuit Courthouse. Based on the above, staff recommends award of the contract, to Unity Landscape Design Build, Inc. of Church Hill, Maryland in the amount of $134,633.36. APPROVED 5-0

 

Roads

 

  1. Systematic Replacement of Fleet Equipment – Two (2) One Ton Dump Pickups 

The Roads Division is requesting to purchase two (2) Ford F450 Crew Cab 4x4 with dump body, from Apple Ford, of Columbia, MD, in the amount of $203,420.40, via the Baltimore County Contract #0004504. APPROVED 5-0

  1. Animal Control Response Vehicle                    

DES is requesting the approval to purchase a replacement Animal Control Vehicle. This request is for one (1) 2023 Chevrolet Silverado 2500 that will be fully equipped as a response vehicle. The budget funds have been verified by the Finance Department and are available in the
 DES FY2022 Operational Budget.  It is recommended 
to piggyback off of the Maryland BPO# 001B1600431contract through Hertrich Fleet Services for a total price of $31,391. APPROVED 5-0

  1. FY22 Mowbray Court Work Change Request                        

The Department of Parks and Recreation is requesting permission to amend the previously approved action item from November 9, 2021 for Mowbray Court Work.  Instead of refurbishing the courts at Mowbray from 3 tennis and 6 pickleball, we are now requesting to refurbish with 10 pickleball courts. ATC Corp has provided us a revised quote of $224,541.50 for 10 pickleball courts, an increase of $29,887 from the previous action item, using the National Cooperative Purchasing Alliance Contract, NCPA#08-18The additional request for approval of $29,887 shall come from the Capital Project Budget #40215, Parks Preventative Maintenance.  APPROVED 5-0

  1. FY22 Old Love Point Tennis Court Lighting                          

The Department of Parks and Recreation is requesting permission to contract MUSCO Lighting to install new Tennis Court Lights at Old Love Point Park for $140,014. We will be using the Keystone Purchasing Network contract, KPN-201901-01. These tennis courts are currently not illuminated and this project will continue to provide a lighted tennis court in our park system (Mowbray is being converted from tennis to pickleball per item 4 above).  Funding shall come from the Capital Project Budget #40215 Preventative Maintenance account.  APPROVED 5-0

 

  1. Signature Request for Matapeake Industrial Park Grant – Semi Annual Progress Report Grant Number MD-11-ED-70 Attached is the Semi-Annual Progress Report for grant number MD-11-ED-70 with regards to the Matapeake Industrial Park grant. Four (4) new full-time positions and 6 new part-time positions were created from 7/1/21-12/31/21 for a total of 42 new full-time jobs and 57 total new jobs at the Matapeake Business Park since 2011. I n order to finalize this report, a signature from the President of the Board of County Commissioners is required on the attached CDBG Semi-Annual Progress Report.  APPROVED 4-0-1-ABSENT

 

  1. QACEDT’s Community Safety Works Grant Application on behalf of the Stevensville Arts & Entertainment District     

Queen Anne’s County Economic and Tourism Development is in process of preparing to apply for a DHCD Community Safety Grant in the amount of $100,000.  The department is requesting commissioner approval to apply for these funds to work collaboratively with the Stevensville A&E District, QAC Planning & Zoning, Parks and Recreation and County Roads.  This plan was formulated to work towards public awareness of pedestrian safety in the downtown Stevensville area.  The section of road between MD 18 and Old Love Point Road will be the primary focus.  Shoulder lines would be marked, narrowing the vehicle lanes visually to assist with traffic mitigation, also a plan for an artist mural is to be installed in the asphalt. The project will also include a public awareness campaign, utilizing local media, discussion of additional crosswalks with Maryland State Highway and additional signage.  APPROVED 5-0

 

  1. Thank you letter to Everett Sheats for 1877 Kent and Queen Anne’s Atlas

This is a thank you letter to Mr. Everett Sheats for gifting the historic 1877 Atlas of Kent & Queen Anne’s Counties to the Commissioners.  APPROVED 5-0

 

  1. 18th Annual Awards Gala & Teacher of the Year                  

This is a sponsorship request from Dr. Saelens for the 18th Annual Awards Gala/Teacher of the Year.  Last year we sponsored this event at the platinum level in the amount of $1,000. APPROVED 5-0
