Queen Anne's County Announces Jeff Rank as New Budget and Finance Director

 

Queen Anne's County is pleased to announce the appointment of Jeff Rank as the new Budget and Finance Director. With an extensive background in treasury management and budgeting, Rank brings over 22 years of experience working for the county and a wealth of knowledge to his new role.

 

Rank has been a valuable member of the County since December 2000 when he started as a management analyst with the Department of Public Works. Over the years, he has held key positions such as Chief Budget Officer from 2010 to 2014 and Chief Treasury Officer since 2016. Between 2014 and 2016, Rank also worked part-time for the County while serving as the Budget & Human Resources Manager for the Boulder County Public Health Department in Colorado.

 

Throughout his career, Rank has achieved significant milestones and spearheaded various initiatives. Notably, he successfully led a modernization project in the Treasury Office and implemented an "open data" transparency initiative. Rank has also played a pivotal role in multiple "LEAN" process improvement projects within the County. His contributions to the Department of Public Works resulted in the receipt of grants for solar technology implementation on County properties and played a key role in the Energy Consortium of Eastern Shore Counties, resulting in substantial cost savings for the county.

 

As the new Budget and Finance Director, Rank has outlined several plans for the Department, including the update of policies related to investment, cash management, and procurement. He also intends to conduct a comprehensive review of banking practices. Additionally, Rank aims to maintain the Department's exceptional track record by earning awards and high ratings from esteemed organizations such as the Government Finance Officers' Association and ratings agencies.

I would like to express my gratitude to the prior Director, Ms. Hepfer, for leaving the Department in excellent shape. I understand the responsibility that comes with this new role and look forward to the challenges ahead."

 

Originally from Rising Sun, Rank's family moved to Centreville in 1999. He is a father of two children, Oliver, a freshman at Towson University, and Amelia, a senior at the University of Delaware. Rank holds a Bachelor of Science degree in Economics from Towson University and a Master of Public Administration in Public Finance from the University of Nebraska.
