Todd Mohn’s Wrap Up of the June 11th County Commissioner Meeting
The June 11th meeting started at 5:00 p.m. with a closed session for Potential Litigation and Land Acquisition.
PRESENTATIONS
- Mid Shore Behavioral Health Update
Ms. Katy Dilley, Executive Director and Ms. Sarah Fegan, BH Coordinator presented the Mid Shore Behavioral Health Update and recommended execution of the Fiscal Year 2025 Letter of Agreement with Mid Shore Behavioral Health, Inc. allowing them to act as our agent in oversight, planning and development of the Public Behavioral Health System in Queen Anne’s County.

The update highlighted:
- MSBH CAYAS staff participation in the Queen Anne’s County Local Care Team Meetings.
- MSBH continued to support Crossroads Community, Inc. in the Healthy Transitions program, which is now in year five of five of a SAMHSA Grant. This program serves youth 16-25 who have a serious mental health condition to provide transition aged youth programing including supported employment, 7 supported education, social skills groups, etc. in a youth-driven, strengths-based, developmentally sensitive, non-stigmatizing, culturally competent manner.
- MSBH worked closely in collaboration with Queen Anne’s County Local Addictions Authority Leadership with planning and monitoring behavioral health providers and system needs in the county.
- Resolution #24-04 Adoption of FY2025 Budget
Mr. Jeff Rank, Director of Finance presented Resolution #24-04 to adopt the FY2025 Budget.

- Character Counts Spotlight June 2024 – Fairness
The Character Counts Spotlight for June is Fairness. FAIRNESS encompasses the ideals of treating people justly, giving everyone a fair chance, and believing there should be equal opportunity for all.
- Information & Communication Technology Standard Operating Procedures
Information and Communication Technology made revisions to 3 Standard Operating Procedures for approval:
1. 700-001 - Information Technology Acceptable Use Policy
This revision primarily addresses the removal of the use of any MDM (Mobile Device Management) software within the county at this time. It also contains the addition of Section 5 related to the use of AI (Artificial Intelligence) programs and the approved programs at this time.
2. 700-004 - Passwords Policy
This revision primarily addresses the length of time between required password changes along with the required character length. It also addresses additions specific to password usage, sharing of passwords, guest network usage, and MFA (Multi-Factor Authentication).
3. 700-008 - Helpdesk Communication Policy
This is a brand-new policy being proposed by the IT department. This is regarding best practices in requesting IT support, 24-hour support, SLA (Service Level Agreement) timers and the like.

- Maryland Department of Transportation Draft 2024 Annual Priority Letter This letter outlines transportation priorities for inclusion in the 2025-2030 Consolidated Transportation Plan. The letter is very similar to past years letters and continues to identify the priorities for Queen Anne’s County as:
- Continue, and to the extent possible, expedite the process to add capacity crossing the Chesapeake Bay to reduce congestion in the Bay Bridge corridor.
- Construct improvements in the MD 18 corridor from Castle Marina Road to the Kent Narrows
- Support efforts to expand our bicycle and pedestrian network including planning for a pedestrian overpass to connect the Cross Island Trail with the South Island Trail
- Construct the US 50 & MD 213 interchange
- Construct at grade intersection improvements on the US 301 corridor
- Continued support of our local transit efforts
- Support regional coordination for transportation projects

- Proclamation #24-26 “Turtle Awareness Month”
Proclamation #24-26 was read for Turtle Awareness Month
- Letter of Support for AA County DOT Federal Grant for Electronic or Low-Emitting Ferry System
A support letter was submitted for execution for a Federal Grant that is being pursued by the Anne Arundel Department of Transportation for an Electronic or Low-Emitting Ferry System. This grant would provide for the purchase of several electric passenger ferries that would establish base routes with connections from Anne Arundel County to Baltimore and Queen Anne’s County. Anne Arundel County has proposed to cover 100% of the match for this grant and has also indicated that it would include infrastructure funding as part of the application to assist with the establishing this new transportation opportunity.
