The August 27th meeting started at 5:20 p.m. with a closed session to discuss (Administrative) Boards and Commissions.

The Regular meeting started at 5:30 p.m.

Board of License Commission (Liquor Board): Motion to appoint Joyce Jones as Chairman and Thomas Beery as Vice Chairman. -APPROVED 5-0

Bennett Point Speed Limit Review and Update – Continuation of the re-review of a proposal to increase the posted speed limit on a portion of Bennett Point Road where the speed limit postings were reduced back in 2004 (from 50 mph to 35 mph) to address safety concerns from residents and school bus drivers. -MOTION APPROVED 5-0 TO KEEP CURRENT 35-MPH POSTINGS

Property Liens – This is a series of resolutions to place property liens on five properties for nuisance violations (not maintaining grass at or below 12-inches in height). -APPROVED 5-0

Equitable Sharing Agreement & Certification for the QAC Sheriff’s Office – This is an annual report filed with Department of Justice certifying if the Sheriff received any Confiscated Federal Funds and if so, where/how the funds were expensed. There were no Confiscated Federal Funds in FY 2019. -APPROVED 5-0

Equitable Sharing Agreement & Certification for the QAC Drug Task Force - This is an annual report filed with Department of Justice certifying if the QAC Drug Task Force received any Confiscated Federal Funds and if so, where/how the funds were expensed. There were no Confiscated Federal Funds in FY 2019, however there is a balance in the account of $717.09. -APPROVED 5-0

CAD Consultant and Project Manager – This is a bid tabulation for a consultant to assist with the procurement of a new Computer Aided Dispatch (CAD) system for the Department of Emergency Services. This project consists of 3-phases including: Kickoff, Needs Assessment, RFP Development & Contract Negotiations. It is recommended to award this contract to Technical Security Support Implementation for an amount of $89,050. -APPROVED 5-0

Resiliency Planning & Financing for MD Counties QAC Workgroup & Charge – Continued from last meeting. This is a list of suggested workgroup participants, the workgroup charge and project timeline for the County’s participation in the University of Maryland’s Resiliency Planning & Financing project for Global Sustainability. -APPROVED 5-0

Budget Amendment CC-5 – Housing & Community Services Homeless Services Grant – This is a budget amendment to adjust (increase) grant proceeds for a Housing and Community Services Homeless Services grant for FY 2020 by $41,964. -APPROVED 5-0

Desk Item - Local Business Traffic Survey – This is a business owner/citizen survey aimed to capture data on how Beach Traffic congestion affects local businesses and the local community. We are working with the Chamber on this effort and we are planning to put an intro letter and the questions on surveymonkey.com. The introduction and draft questions are attached for your review. -APPROVED 5-0
