[ARCHIVED] County Administrator Todd Mohn Gives a Wrap-Up of the Nov 12th Commissioners Meeting

The November 12th regular meeting started at 5:15 p.m. with a closed session for personnel.

No decisions were made in the closed session.

The regular meeting convened at 5:30 pm. Commissioner Jack Wilson, our Maryland Association of Counties representative serving on the Kirwan Commission, was attending a Kirwan Commission meeting in Annapolis and was unable to attend tonight’s meeting.

ADMIN/ENGINEERING

Detention Center Addition & Renovation Design Contract Award - This is a bid award for the Detention Center Addition & Renovation Design. ATI, Inc. of Columbia, Maryland was the low bidder in the amount of $974,836. A State Board of Public Works grant will cover 50% of this design service fee. -Approved 4-0

 Riverside Estates Housing Mold Remediation Bid - This is a bid award for the mold remediation project at Riverside Estates Housing consisting of 23-townhouse units to Master Kleen in the amount of $263,293. -Approved 4-0 

 ROADS

Lowboy Trailer Replacement - This is for the purchase of an Eager Beaver 50GSL/3 lowboy trailer from Consolidated Trailers of Baltimore, MD in the amount of $54,799 via the pre-established Delaware State contract. -Approved 4-0 

 SANITARY

Southern Kent Island Sanitary project Update – This memorandum provides a project status report of the multi-phases South Kent Island Server Extension project. Phase 1, KIE/R completion is estimated by July 2021. Phase 2 Tower Gardens, construction bids for community mains will be solicited in November 2019 and the STEP contract will be solicited in March 2020. Phase 3 Kentmoor & Queen Anne Colony, design bids will be solicited in the spring/summer of 2020.

The Enclave Subdivision Public Works Agreement - This is the final PWA for the Enclave Land Group which provides payment terms for 3,500 gpd of water and sewer allocation. The project is located on the lands of Prospect Bay west and will consist of 14 new dwellings. -Approved 4-0

Community Partnership Agreement (CPA) 2020 – This is the annual agreement between the State of Maryland and the County to develop a comprehensive, integrated children and family interagency service delivery. Cooperating Agencies include the Children’s Cabinet, Community Partnerships for Children and Families and the Local Management Board. -Approved 4-0 

 FY 20 Department of Parks Vehicle Purchase - This is a series of four bids for the purchase a 2019 Kubota L3901 HST tractor and loader. Hoober Inc. from Middletown, DE submitted the lowest price at $24,650. -Approved 4-0 

Fireworks Contract – This is a contract with Zambelli Fireworks Manufacturing Company in the amount of $20,000 to provide the annual fireworks show on July 1, 2020 to be held at the Chesapeake Heritage and Visitors Center. -Approved 4-0 

Golf Cart Paving – This is a contract award to pave a six (6) Foot Cart Path (48,600sf) at the Blue Heron Golf Course with David A, Bramble for $100,000 via DPW’s current paving contract. -Approved 4-0 

Request for Economic Development Incentive Funding (EDIF) - This is a request to approve the disbursement of $50,000 of Economic Development Incentive Funding to Ten Eyck Brewing Company for the purpose of purchasing manufacturing equipment. The disbursement of funds is contingent upon a signed agreement between the EDIF Commission and the company outlining the conditions of the agreement and performance of the project in accordance with the application submitted to the EDIF Commission. The terms include the creation of 6 full time and 4 full time equivalent jobs within three years. The project is located on Grange Hall Road and is currently under construction. -Approved 3-0-1 abstention

 Road Access Agreement to Corsica River Dredge Material Placement Site - This is a road access agreement with Lester Downes providing access to the Corsica River Dredge Material Placement Site. The fee for the access is $1.00. -Approved 4-0 Many Thanks to Lester !

SCBA Protective Gear Capital Purchase – This is a request for the purchase of 14 Scott Airpak cylinder connection X-3 Pro SCBAs via the pre-established Montgomery County Fire and Rescue Services contract for the amount of $93,139.06. -Approved 4-0 

Cardiac AED Program – This is for the purchase of 30 Physio Control/Stryker Automated External Defibrillators and accessories under the State of Maryland contract pricing totaling $37,734.88. -Approved 4-0 

2019 Queen Anne’s County Debris Management Plan – This is the formal adoption and approval to implement the 2019 Queen Anne’s County Debris Management Plan as an Annex to the County’s Emergency Operations Plan. The plan is currently posted on the County website under Emergency Services in the Emergency Management Division section. The direct link is www.qac.orq/1398/Debris-Management -Approved 4-0 

2019 Threat Hazard Identification Risk Assessment - This is for the formal adoption of the County’s Threat Hazard Identification Risk Assessment as an Appendix to the 2019 Queen Anne’s County Multi-Jurisdictional Hazard Mitigation Plan through Resolution 19-45. -Approved 4-0 

 Budget Amendment CC-6 – This is a budget amendment for the Riverside Mold Remediation Project which includes contract services for the remediation project and resident relocation services. -Approved 4-0 

Budget Amendment CC-8 – This is a budget amendment to adjust grant fund allocations between various Airport Capital Projects (South Apron Runway, Environmental Assessments and Airfield Improvements. -Approved 4-0 

Budget Amendment CC-10 – This is a budget amendment for the Community Partnerships Resource Development Program as approved by the Governor’s Office for Children to accurately reflect revenue and expenses. No county funds are requested. -Approved 4-0

 Budget Amendment CC-11 – This is a budget amendment for Community Partnerships for training and the Challenge Day event to be held at QAC Public Schools. -Approved 4-0

Budget Amendment CC-29 – This is a budget amendment for the end of the FY 2019 budget year providing for overall General Fund & Debt Service adjustments across all Departments. -Approved 4-0
