The February 11th meeting started at 5:00 p.m. with a closed session for Administrative Function Boards/Commissions and Personnel.


No decisions were made in the closed session.

Riverside Estates letter to residents – This letter was sent to all current resident outlining the remediation activities that will be taking place over the next several months. - Informational Item


Queen Anne’s County Circuit Courthouse Awards – Our new Courthouse project has recently been recognized through the presentation of two distinguished awards which DPW will be presenting to the Board. The awards are:
• County Engineers Association of Maryland (CEAM) Project of the Year
• Maryland Quality Initiative (MdQI) Award of Excellence - Informational Item

Sanitary

Southern Kent Island Sanitary Project - Phase 3 Engineering Bid 01

This is a bid for engineering services for the third phase of the Southern Kent Island (SKI) Sanitary Project consisting of the Kentmorr and Queen Anne Colony subdivisions. As with the previous phase, this design effort was divided into two contracts including; 1) community mains and 2) STEP Tank placement. This contract is for the community main design. We received three bids ranging from $96,000 to $218,000. The recommendation is to award this to the low bidder, Century Engineering, Inc., in the amount of $96,700. This is the same firm doing the design work on Phase 2. -Approved 5-0

CDBG Close Out Agreement for the Chesterwye Facility:

Through the Division of Housing and Community Services, the County received and administered a Community Development Block Grant (CDBG) from the Maryland Department of Housing and Community Development (MD DHCD) to build the Chesterwye House on State Street. After the grant was fully expended (approximately 2016 through 2018) and the project successfully completed, MD DHCD staff came out to inspect and monitor the files. This is now finished, and permission has been tendered to the MD DHCD to officially close the grant. -Approved 5-0


CDBG Housing Study Grant Agreement and Program Forms:

In the fall of 2019, Michael Clark and other Division of Housing and Community Services Staff presented to the Commission an overview of their application for CDBG funds to cover the cost of a Housing Study. The application was submitted, and the grant was approved. Signing these documents allows the Division of Housing and Community Services to accept the grant funds and start the project. -Approved 5-0


Community Partnerships Student member nomination:

The Board members of the Queen Anne’s County Community Partnerships for Children and
Families have nominated Alana Ellis to their Board as a student member. They are now seeking confirmation from the Commissioners. -Confirmed and Approved 5-0


Budget Amendment CC-18 – Aging Capital Grant:

This Budget amendment is for the Department of Aging’s Preventative maintenance grant for vehicle repairs. This is an MTA grant was originally budgeted using FY19’s amount but we received more grant funding following this year’s FY20 grant application. No new County Funds are required. --Approved 5-0


Budget Amendment CC-20 - QACPS request:

The Queen Anne’s County Public Schools (QACPS) have several FY18 Capital Projects that can be
closed which have remaining unspent funds in the aggregate amount of $28,470.58. This request is to use these remaining funds for other needed custodial equipment including ladders, Wet-Dry vacuums and floor buffers/scrubbers. No additional County Funds are requested. -Approved 5-0


QACPS 17th Annual Awards Gala support

This is a request to sponsor the QACPS Annual Awards Gala which celebrates finalists for teacher of the year and twelve support staff members. -Approved 5-0 for a Platinum Sponsor Level

LEGISLATIVE

To be Introduced:

County Ordinance 20-02 - Establishment of the Queen Anne’s County Farmland Preservation Fund. This bill establishes a special dedicated fund to collect up to $1.0 million from solar personal property taxes for dedication to the County Farmland Preservation (MALPH) annually.

County Ordinance 20-01 - PUBLIC FACILITIES BOND AUTHORIZATION OF 2020


This bill will authorize the County to borrow up to $9.5 million for the public purpose of financing or refinancing Public Facilities. This could include the Detention Center project, approved BOE projects, asphalt overlays, DES facilities etc. -Approved 5-0
