[ARCHIVED] Todd Mohn's Wrap Up to the July 28 County Commissioner Meeting

The July 28, 2020 meeting started at 5:00 p.m. with a closed session for Boards & Commissions, Personnel and Consult with Counsel.

 

The regular meeting was called to order at 5:30 pm

 

    Broadband Advisory Council appointment – Edward Clower to sever in the Broadband Industry position.

    Electrical Examiners appointments - Harry Langway and Marty Ronning

    Planning Commission appointments - Arthur Ebersberger and Kathy Deoudes

    Blue Heron Golf Course – Motion approved 5-0 to recruit four (4) PT Golf Cart Attendant positions at the Blue Heron Golf Course.

     CDBG – CV-1-8 Emergency Rental Assistance & Quarantine Sheltering – These are grant agreements for: 1) Emergency Rental Assistance ($80,000 value) that will be used to provide three months of rental assistance to Queen Anne’s County households whose income has been negatively impacted by loss of employment or reduction in hours as a result of the COVID-19 crisis, and 2) Quarantine Sheltering ($10,200 value) to pay for necessary sheltering at hotels for low- and moderate- income Queen Anne’s County residents who must be quarantined due to the COVID-19 crisis.   -APPROVED 5-0

     Property Liens – This is a series of resolutions to place property liens for nuisance violations (vegetation higher than 12-inches) -APPROVED 5-0

     Town of Sudlersville – The town has fallen behind with their monthly payments for operation and maintenance of the town’s water and wastewater facilities. MES has issued a 60-day termination notice for continuing services unless outstanding bills are paid. The Town has requested assistance with a financial and legal review of their public utility system and the development of a plan to return them to solvency.  -APPROVED 5-0

     Budget Amendment CC-2 – CDBG Housing Study - This amendment recognizes the remaining amount for the CDBG Housing Study Grant that was meant to be in FY20.
However. COVID-1 9 prolonged the process of selecting an agency to perform the Housing Study, which is now set to be completed by OCT/NOV 2020. There is currently $25,000 of existing budget authority in the Housing Study activity. This amendment will increase it by an additional $25000 and the total for FY21 will be $50,000. NO ADDITIONAL COUNTY FUNDS ARE REQUIRED. -APPROVED 5-0

     Budget Amendment CC-3 – Homeless Solutions - This amendment recognizes the Homelessness Solutions Program funding through the CARES Act. NO ADDITIONAL COUNTY FUNDS ARE REQUESTED. -APPROVED 5-0

     Budget Amendment CC-4 – Moderately Priced Housing -This amendment recognizes the revenue for the final installment for the MPDU Fee In Lieu of Agreement for the Gibson Grant Community, as well as increasing the number of loans that are made available to first time home buyers in FY2021. NO ADDITIONAL COUNTY FUNDS ARE REQUESTED. APPROVED 5-0

     DESK Item 1  -This is a letter to the Governor supporting the continuation of local control of restrictions (ie. no statewide roll backs like central Marylanders are requesting). APPROVED 5-0

     DESK Item 2 - This is a new 25-year lease agreement for the SHA right-of-way area used for parking and trails under the Kent Narrows Bridge.   This version is updated to exclude two (unnecessary) small areas that the state is in the process of selling to an adjacent property owner.  -APPROVED 5-0

                Resolution 20-24 – Refunding by the Maryland Environmental Service of its

Revenue Bonds (Mid-Shore II Regional Landfill Project), Series 2011       

 

Maryland Environmental Service intends to take advantage of the low rates by refunding some of the outstanding debt previously issued for the Midshore Regional Landfill.  The savings will result in reduced costs for the regional landfill benefiting all Mid-Shore County Citizens.
