The Commissioners September 28th meeting started at 3:00 p.m. with the Maryland Department of Transportation for the Annual CTP Tour presentation led by MDOT Secretary Greg Slater.
The regular meeting was called to order at 5:30 p.m.

- Amended Donation Agreement YMCA of the Chesapeake
This updated agreement effectively merges and supersedes a prior Memorandum of Understanding and a prior Property Donation Agreement dated July 28, 2015 respecting the construction and operation of the YMCA in Queen Anne’s County. In addition, this agreement includes updated operational terms for the YMCA, County contributions and recapture provisions and cooperative terms in the use of the new facility by the County for Senior activities. This agreement has been approved by the YMCA Board and the County Attorney. APPROVED 5/0
- Rural Legacy – Agreement of Sale & Project Agreement
This is a 57.794-acre property owned by Charles and Sherry Patterson which is ready to be submitted to the Maryland Department of Natural Resources for review and final approval. Total funding is being provided by the Rural Legacy grants program through Program Open Space. No County funds are being utilized. The Patterson property is located within the Foreman Branch Rural Legacy Area and will add to the 9,615 acres that are already preserved. APPROVED 5-0
- Budget Amendment CC-12 – Housing Authority Facility
This amendment provides $240,000 of budget authority to the Riverside Remediation project.
$240,000 is being moved from the Housing Authority Facility project (40959). As a part of the FY22 Approved Budget, project 40959 received total funding of $250,000. Following this amendment, $10,000 will remain in that project. APPROVED 5-0
- Budget Amendment CC-13 – Economic Development
Economic Development received a $41,915 grant from the Department of Commerce under the American Rescue Plan for Online Sales and Telework. This grant may be used to provide grants to local businesses to assist in setting up an online sates framework and offering employees telework opportunities. APPROVED 5-0
- Budget Amendment CC-14 – CDBG Cares Grant
This amendment recognizes the CDBG CARES funding that was obtained for emergency rental assistance and quarantine sheltering. Since the development of the Emergency Rental Assistance Program, CDBG encouraged the County to use the funding for another eligible cost. This amendment increases budgeted grant revenue to be received in the amount of $30,450. This amendment also reallocates the existing $35,200 expense budget authority from rental and emergency assistance expenses to food services for the Home Delivered Meals Program. APPROVED 5-0
- Budget Amendment CC-15 – Parks Major Maintenance
This amendment consolidates several Parks capital projects into one Parks Major Maintenance Project. Budgets will be transferred from the following project: Parks Surveys S43,622, Parks Security Cam $15,000, Camping/Picnic Work $40,000, Parks Essential Oper. Facilities $80,000 for a total of $178,622. No additional County funds needed. APPROVED 5-0
- Budget Amendment CC-16 – Athletic Fields Work
This amendment consolidates several Parks capital projects into one Athletic Field Work project. Budgets will be transferred from the following projects: WM Park Lacrosse Field $30,274, Athletic Field Irrigation $68,695 for a total of $98,969. No additional County funds needed. APPROVED 5-0
- Budget Amendment CC-17 – Parks Landscaping
This amendment consolidates several Parks capital projects into one Parks Landscaping project. Budgets will be transferred from the following projects: Parks Storm Water $42,000, Conquest Greenhouse $13,927 for a total of $55,927. No additional County funds needed. APPROVED 4-1 RECUSED
- Budget Amendment CC-18 – Preventative Parks Maintenance
This amendment consolidates several Parks capital projects into one Preventative Parks Maintenance project. Budgets will be transferred from the following projects: Parks - Building Stabilization $55,225, Parks - Signage $25,000 for a total of $80,225. No additional County funds needed. APPROVED 5-0
- Budget Amendment CC-19 – CHVC Bulkhead Replacement
This amendment increases budget authority in the Chesapeake Heritage Visitor Center - Bulkhead Replacement project in the amount of $388,246, 50% of funding ($194,123) required for the awarded contract will be reimbursed through a DNR Grant and a 50% local match ($194,123)
was approved by the Commissioners on September 14, 2021 - totaling $388,246 increased budget authority. Funding will cover the additional cost to replace the bulkhead and associated dredging. APPROVED 4- 1 ABSTAINED
Desk Item #11 KNDF Draw on 570 Fund
This is a request to approve The Kent Narrows Development Foundation request to draw $63,000 from the KNDF 570 Fund and Budget Amendment CC-20. APPROVED 5-0
