Todd Mohn’s April 12 County Commissioner Meeting Wrap-Up

The Commissioners April 12th meeting started at 5:15 p.m. with a closed session to review Board & Commissions.  

The regular meeting was called to order at 5:30 pm. 


  1. Stormwater Facilities Repair and Maintenance Bid

This is a bid award for the Stormwater Facilities Repair and Maintenance project.  The work involves stormwater pond and conveyance maintenance at four County facilities: Matapeake Elementary School, Grasonville Senior Center, Terrapin Grove Senior Center, and Riverside Public Housing.  Four (4) bids were received ranging from $143,300 up to $1.37 Million.  Martin’s Excavation and Hauling submitted the lowest responsive and responsible local vendor bid.  Adequate funding is available in the approved Capital Project no. 40359 Drainage and Stormwater Management -MS4 Program Requirements.  Staff recommends award of the contract, to Martin’s Excavation and Hauling of Centreville, Maryland in the amount of $143,300.00.  APPROVED 5-0

  1. SKI Phase 3 – Community Mains – Construction Bid Results & Recommendation 

of Award                                                              

This is a bid award for the construction of the community mains to service the Southern Kent Island — Phase 3 service area (Kentmorr and Queen Anne Colony subdivisions).

Two bids were received for the project as follows:

Schummer – Mayo, MD                                 $2,223,295.00

Chesapeake Turf – Salisbury, Md                  $3,088,260.00 

Staff recommends conditional award of the construction bid for the Southern Kent Island — Phase 3 Community Mains to Schummer in the amount of $2,223,295.00 with the condition being the review and approval of the bid by the Maryland Department of the Environment. APPROVED 5-0

3.  Big Daddy Drive 

The Board agreed to name the driving range road at the Blue Heron Golf Course “Big Daddy Drive” after Willian Ray Wilson Sr. who owned the Texaco on Kent Island.  APPROVED 5-0

  1. FY2023 Revised Budget Calendar                                

This is the FY 2023 Revised Budget Calendar for consideration and approval.  Under this schedule the Commissioner’s Proposed Budget is to be released on May 4, 2022, with public hearings on  May 23rd, 24th and 25th.   Budget adoption would be on or before June 14, 2022. APPROVED 5-0


3.  FY22 Capital Equipment Purchase – Kubota Ventrac Tractor

This is a request to purchase a Kubota Ventrac Tractor from Turf Equipment and Supply Company in Jessup, Maryland for $44,135.20, utilizing Sourcewell Contract #031121-TTC. This purchase will replace a 20-year-old Steiner that currently has a blown engine.  Funding is available in the Capital Equipment Account.  APPROVED 5-0


4.  FY22 Route 18 and Sudlersville Trail Repair              

This is a contract award to BRAVO Equipment & Construction Co, Inc. to repair the trails at Route 18 and Sudlersville Park for $27,500, utilizing the Anne Arundel County contract #6005-
OB for a total of $27,500. Funding is available in the Preventive Maintenance Capital account. APPROVED 5-0


5.  Fallen Hero’s Parking Lot Paving Contract                             

This is a contract award to BRAVO Equipment & Construction Co, Inc. to pave and stripe the Fallen Hero’s Memorial Parking Lot for $13,850, using the Anne Arundel County Contract #6005-OB.  Funding is available in the Capital Project Parking Lot Paving account. APPROVED 5-0


6.  Rural Legacy – Agreement of Sale and Project Agreement – Bernard A. and 

William B. Davis                                                                         

This is for a 67.575-acre property owned by Bernard A. and William B. Davis which is ready to be submitted to the Maryland Department of Natural Resources for review and final approval for a rural legacy grant within the Foreman Branch Rural Legacy Area.  Grant funding is for $373,159.00. APPROVED 5-0


7.  Request for Economic Development Incentive Funding – Eastern Shore Urgent Care 

The (EDIF) Commission recommended the approval of a conditional loan of $50,000 to Eastern Shore Urgent Care LLC for the development of a new urgent care practice located at 7416 Church Hill Road.  The funds will be used to purchase radiology equipment and related furniture.  The business is expected to employ six (6) full-time medical professional positions when fully-staffed.  The EDIF Commission has recommended that the award be conditioned upon the creation of four (4) new full-time positions. The job creation requirement must be met within three years of disbursement of funding and the business is to remain in full operation in the county for an additional two years, resulting in a five-year commitment.  APPROVED 5-0


8.  Summer SNAP Program (Supplemental Nutrition Assistance Program) Grant and Funding Request                                              

Social Services is requesting $29,038 to fully fund the Summer SNAP program. The Summer SNAP program is a grant funded program that provides families with children between the ages of 5-18 an additional $100 per child in SNAP benefits during June, July, August, and December.  Queen Anne’s County must provide a 49% match to the State funds provided.  Last year, Queen Antic’s County was only one of five judications that were funded through this program as there were limited funds.  As there is more funding available this year.  We would like to provide Summer SNAP to all families receiving SNAP benefits in the County.  The cost to provide Summer SNAP to all 1062 children is $106,200.  The County match to the State Funds is $52,038.00.  The Department of Aging has identified $23,000 that they can contribute to the Summer SNAP Program.  Social Services is hereby requesting the additional $29,038 needed for the full program match. APPROVED 5-0


9.  2022 Citizen Sponsored Text Amendment Applications         

In accordance with 18:1-2 18 citizen sponsored applications for text amendments may he filed with the Office of the Clerk to the County Commissioners for consideration by the County Commissioners during the first 10 business days in the month of February of each calendar year. 

During this annual window, the County received the following applications for consideration:


#22-02 — Kent Island Yacht Club, mc: § 18:1-26 D. Accessory uses in Waterfront Village Center (WVC) District

#22-03 — Barry Waterman: § 18:1-66. Woodlands in Resource Protection Standards. Repeal of
 Woodlands provisions

#22-05 — Lisa P. Schrader: § 18:1-12 A. Uses allowed in Open Space. Major extraction in Non
 Contiguous Open Space/ TDR

#22-06 —Janet Dean c/o Willard C Parker, II, Esq.: § 18:1-38.1 B(4). Utility Scale Solar Array (USSA) District.

#22-07 — Jemal’s Kent Narrows, LLC c/o Joseph Stevens: § 18:1-26. Waterfront Village Center
 (WVC) District


The five citizen sponsored text amendments will be conveyed to the Planning Commission for consideration and recommendation of the proposals in accordance with their consistency with Chapter 18, the Comprehensive Plan, and the Maryland Land Use Article.  Following receipt of recommendations from the Planning Commission, the County Commissioners must hold public hearings.  After these proceedings occur and are considered, the County Commissioners can take action on the applications.  INFORMATIONAL


10.  Budget Amendment #CC-32 – School Impact Fees               

This amendment increases the transfer from School Impact Fees to the General Fund. There is currently a transfer of $1,947,088 in the FY22 budget. This amendment will increase that transfer by $1,017,314 for a total of $2,964,402 which is consistent with the debt service schedule (or eligible school related debt that qualifies for impact fee reimbursement).  The second part of the amendment recognizes the General Fund transfer in and balances the revenue increase with a decrease to the FY22 budgeted prior year fund balance.  APPROVED 5-0


11.  Budget Amendment #CC-33 – Distribution of Fire Impact Fees 

This amendment establishes additional budget authority to distribute the annual fire impact fees in fiscal year 2022.  APPROVED 5-0


12.  Designation Letter and Bond Resolution 22-03                      

This is a letter to designate Todd R. Mohn, the duly appointed County Administrator of the County, to (i) conduct a sale and accept electronic bids for the County’s Public Facilities and Refunding Bonds of 2022 (Tax-Exempt) and for the County’s Taxable Refunding Bonds of 2022 (Taxable) (collectively, the “Bonds”), along with  APPROVED 5-0


Resolution 22-03 for authorizing the issuance and sale of two series of general obligation bonds in the maximum aggregate principal amount not to exceed Forty Three Million Dollars ($22,400,000), and the new money portion thereof not to exceed Thirteen Million Dollars ($7,800,000), under the provisions of Sections 19-207 and 19-501 et seq. of the Local Government Article of the Annotated Code of Maryland (2013 Replacement Volume, as amended), and in accordance with the Public Local Law (as defined in the Resolution) enacted by the Board of County Commissioners of Queen Anne’s County (the “Board of County Commissioners”); one series of said bonds to be designated “Queen Anne’s County, Maryland Public Facilities and Refunding Bonds of 2022 (Tax-Exempt)” and the other series of said bonds to be designated “Queen Anne’s County, Maryland Taxable Refunding Bonds of 2022 (Taxable),” the issuance and sale of obligation of bonds. APPROVED 5-0


13. Desk Item  –  This is a Letter of support for the residents of Northwest Creek (aka. the Alliance for the Restoration of Northwest Creek) and their application for a National Fish and Wildlife Foundation the Planning and Technical Assistance Grant.  This grant would support planning efforts for projects that improve fish and wildlife restoration and improvement efforts. The grant request is for $75K.  APPROVED 5-0


14. Desk Item – This is a draft response letter to USA Softball Jack Mowatt concerning the request to add lights on the baseball fields at White Marsh Park.  The request letter is included and also is in the book under Tab 4 page 3. APPROVED 5-0
