Todd Mohn’s Wrap Up of the August 23 County Commissioner Meeting
The Commissioners August 23rd meeting started at 5:00 p.m. with a closed session for Boards and Commission and 5:15 p.m. for Personnel. The regular meeting was called to order at 5:35 pm.
Zoning Board of Appeals Appointment
A motion was made to appointed Scott MacGlashan to serve on the Zoning Board of Appeals as a second alternate until December 31, 2022. APPROVED 5-0
Zoning Board of Appeals Attorney Appointment
A motion was made to appoint Lyndsey Jones Ryan with Booth, Cropper & Marriner as the new Zoning Board of Appeals Attorney. APPROVED 5-0
Redistricting Board Appointments
A motion was made to appoint Gene Legg, Tracey Lawrence and Laurie Plemons to the Redistricting Board and to recognize the appointments by the Republican Central Committee who are Mike Arntz and John McQueeney and the Democratic Central Committee whom are Gene Ransom and Elaine McNeil for a total of seven (7) members. APPROVED 5-0

1. Elm Street and Worcester Road Change in Assessment Term - Decision
Public hearings were held on August 10, 2022, at 6:20 pm and 6:30 pm for the Elm Street and Worcester Road Improvement projects, respectively, at the Kent Island Estates Community Hall, to present and review the proposed change in assessment term from 10 years to 20 years, with members of the Kent Island Estates Roads Association, property owners and community members. All of the property owners within the assessment area were notified of the public hearing via certified mail and the hearing was advertised in the Record Observer consistent with Title 23 of the County Code. The record for public comments was left opened for a period of one week. Staff recommends changing the Elm Street and the Worcester Road Special Assessment Road Improvement Project Assessment Terms to 20 years each. APPROVED 3-0
2. Virginia Road (West) – Special Assessment for Roads Improvements Decision
A public hearing was held on August 10, 2022, at 6 pm, at the Kent Island Estates Community Hall to present and review the proposed Virginia Road Improvement Special Assessment project with members of the Kent Island Estates Roads Association, property owners and community members. All of the property owners within the assessment area were notified of the public hearing via certified mail and the hearing was advertised in the Record Observer consistent with Title 23 of the County Code.
- A total of 6 out of the 19 property owners provided testimony. See attachment spreadsheet and emails.
- 5 property owners are in favor of the project as proposed.
- 1 property owner opposed the project and provided a letter as part of the Public Information meeting.
Staff Recommends approval of the Virginia Road (West) Special Assessment Road Improvement Project. APPROVED 3-0
3. Citizen Scrap Tire Drop-Off Day Event September 24, 2022
Maryland Environmental Service Intergovernmental Agreement (IGA) outlines the County’s participation in the 2022 Citizen Scrap Tire Drop-off Day.
As proposed, the County will provide the site, staffing and equipment to load scrap tires into transportation vehicles. The Maryland Environmental Service will reimburse $1,000 for advertising of the event and reimburse up to $16,500 or approximately 55 tons of tire disposal. The County is responsible for costs over these amounts. The event will be held on Saturday, September 24, 2022, from 8 AM to Noon at the Centreville Transfer Station. APPROVED 5-0

1. Budget Amendment #CC-9 – Emergency Services Building Renovation
This amendment will establish budget authority in project 40897, Emergency Services Building Renovations. Currently, the project only has $130,000 of grant funding budgeted. However, $410,188 was received from the 911 Numbers Board. This amendment will recognize the additional grant funding received in the amount of $280,188. APPROVED 5-0
2. Budget Amendment #CC-10 – General Capital – Social Service
The State of Maryland Department of Transportation awarded Queen Anne’s County 5307 ARPA Capital funding in the amount of $649,595. The grant is specific to what it can be spent on. The transit department will be using the money to purchase 3 small buses, support vehicle, Ipads and computers, camera systems, furniture, mechanical machines and parking curbs. APPROVED 5-0
3. Budget Amendment #CC-11- Aid to Agencies – Kent Narrows Development Foundation
This amendment authorizes an allocation of $40,000 to the Kent Narrows Development Foundation as part of the Aid to Agency payments. In recent years, an allocation to the Foundation was included in the adopted budget. For the FY23 budget, the allocation was not included and should have been. This amendment authorizes funding for FY23. APPROVED 5-0
4. Budget Amendment #CC-12 – Sheriff’s Office
The FY2023 State Aid for Police Protection grant award is $519,681 based on a letter received July 2022. The current budgeted amount is $376,573. This budget amendment increases the budget for the grant by the additional $143,108 and includes increases to salaries and benefits, per discussions with Sheriff Hofmann. The amendment also increases funding for equipment operation, uniforms and additional equipment totaling $50,175. That portion of the increase is funded with prior year fund balance. APPROVED 5-0
5. Budget Amendment #CC-13 – Senior Centers – IIIB ARPA SSC6
The Maryland Department of Aging awarded Queen Anne’s County a total of $186,949 for the FY2021 Federal American Rescue Plan of the Older Americans Act for the budget period April 1, 2021 – September 30, 2024. Title IIB Senior Centers – SSC6 was awarded $60,816 for a full time Senior Center Assistant and part time Senior Aide. Title IIIC Congregate Meals – CMC6 has already been budgeted in the amount of $40,334. Title IIIC 2 Home Delivered Meals – HDC6 has already been budgeted in the amount of $60,501 but was setup under the wrong activity/org so this budget amendment will correct that. Title IIID Preventative Health – PHC6 was awarded $6,238 for evidenced based programming provided by staff of the YMCA for Senior Centers. Title IIIE Family Caregivers – FCC6 was awarded $19,060 for Respite, In-Home or Hospice Care. The requirement for the IIIB ARPA SSC6 grant funding is a county match of 15% which equates to $9,122. The requirement for the IIIE Family Caregivers FCC6 grant is a county match of 25% which equates to $4,765. The total County funding requested is $13,887, balanced with prior year fund balance. APPROVED 5-0

Oyster Recovery Support Letter:
The Oyster Recovery Partnership is submitting a proposal to DNR to provide oyster planting services in Eastern Bay. This proposal is to provide planting services to DNR to support oyster restoration within Eastern Bay sanctuaries (only) and not within public fishing areas. This draft letter would support the ORP with their proposal to provide services to conduct Oyster Reef Seeding for the Eastern Bay Sanctuary Regions. OPPOSED 5-0
